TMR p "Yale Epidemiology Professor Urges Hydroxychloroquine & Azithromycin Early Therapy for COVID-19", CovExit.com (28 May 2020)

On the same day that Anthony Fauci confidently said of HCQ that "the scientific data is really quite evident now about the lack of efficacy for it", the American Journal of Epidemiology accepted a manuscript by the Yale Professor of Epidemiology Harvey Risch, MD PhD, entitled "Early Outpatient Treatment of Symptomatic, High-Risk Covid-19 Patients that Should be Ramped-Up Immediately as Key to the Pandemic Crisis" in which he urges the use of "HCQ+AZ and HCQ+doxycycline, preferably with zinc" for "high-risk Covid-19 outpatients."

 How is this possible if the "data is really quite evident" that HCQ suffers a "lack of efficacy"? This doesn't make sense. Tell me, how does this make sense?
